The game
- A defaulted game – see attached
- Games are to be 1 hour. & 5 minutes to a maximum of 1 hour & 15 minutes.
- The objective of the game is to play 7 innings. Captains & umpires are accountable for the start time of each game.
Pitching
- Pitchers must start with at least one foot on the pitching rubber.
- A pitched ball must have a minimum arc height of 6 feet to a maximum arc height of 10 feet.
- The umpire must change a pitcher after 5 consecutive balls.
- The removed pitcher is ineligible to pitch for the remainder of that inning.
- Captains should use discretion to change their pitcher if the pitcher is not consistently throwing strikes.
- No walks are permitted.
- A strike is called if a pitched ball hits any portion of the mat or the home plate.
Pinch runners
- No pinch runners allowed until the batter reaches 1st base.
- A maximum of 6 pinch runners are allowed per game.
- A pinch runner can only pinch run once per game.
Outs (additional out rules pertaining to the u.r.s.p.l.)
- “the no shift rule”
- No throw from an outfielder to 1st base for an “out”. Only an infielder can throw a runner “out” from anywhere within the field of play.
- A batter running to 1st base must step on the orange bag. If a batter running to 1st base steps entirely on the white bag, the base runner is deemed to be an “out”.
- No sliding into a base. Sliding into to a base constitutes an “out”.
- A base runner can slide back to a base (head first only).
Home base
- If a runner crosses the 3rd base commit line, the runner must continue running home or the base runner is deemed to be an “out”.
- A runner cannot touch home plate or the base runner is deemed to be an “out”.
- A catcher must have a portion of his foot on home plate for an “out” to be recorded at home base.
- A base runner attempting to score a run must have his foot completely down on the ground past the home base safe line prior to the catcher catching the ball with a portion of his foot on home plate.
Bats
- The u.r.s.p.l. will supply 3 top quality bats for each team.
Players
- Up to July 15 of any given season, a team must replace an injured player who is expected to miss the remainder of the season. After July 15, no replacement players are permitted.
Mercy rule
- Mercy rule is 6 runs per inning, except for the last inning (see mercy rule below).
- There will be a mercy rule of 6 runs throughout the entire game except for the following situations:

These rules will be in effect for all games (regular season & playoff round robin games.
Championship day games will be 7 innings with unlimited runs allowed in the 7th inning.
